I am finding that our demogame system is missing an element found in single player games, and that is balancing of production based on national goals.
I would like to see a process where various leaders make production requests in a common place, the requests are balanced according to our national strategy, and build queues are created with these national quotas in mind.
I propose the following for a long term planning process. This might be at the beginning of a term, and the discussion should be open prior to elections so that the new administration will have input to work with on day one.
I do not believe we need a law on this if we can get general agreement that the needs of the many outweigh the needs of the few (or the one).
I propose the following short-term (as in on a turnchat by turnchat basis, not as in start this immediately) planning process. This should not be construed as a proposal to give anyone carte-blanche to take over the game. It should be used in rare and clearly obvious cases.

- A production goals thread is created (subforum tbd pending input)
- Domestic, Military, Culture, Science leaders post their production requests in this thread. Citizen input is welcome. Governors should post their provincial production capacity estimates.
- Discussion open for input
- If no concensus is reached via discussion, a poll is posted regarding options. (I suggest Domestic has responsibility for this, but open for discussion)
- Given concensus, or poll results, consolidated production requests are posted.
- The governors arrange production of the fixed location items (city with Copernicus' must have library, university, research lab, to maximize benefits, and should be the target for Newtons as well).
- Governors post their agreement to produce non-fixed requests (mostly units). Domestic adjusts if needed (hopefully unlikely)
- Governors post build queus.

- The President, Vice President, and Domestic Leader (each separately or together) should be able to review and modify queues which are inappropriate for the current game situation and/or strategy. The preferred method to achieve this, time permitting, is to contact the Governor to point out the problem and request an update. All efforts should be made to involve the Governor in this process.
- If time does not permit for a request / approval for a change, and the problem is significant in terms of game play, the DP may make changes as long as the change made and reasons are posted. This follows the principle that the DP is responsible for game play and good in-game results should be the primary goal.
- During play, the Designated Player may react to game situations regarding production. Several specific instances come to mind. If we start getting asked for tribute because our military is too weak, or a rival invades and/or declares war on us, the DP must be free to change production to military units.
- If a new Wonder becomes available, the DP needs to be able to start a prebuild and then take the decision of whether to actually produce the wonder to the forums. This could occur unexpectedly if some other civ offers a favorable trade.
