Donsig pointed out in the Domestic thread that an opportunity to build a canal through the SE penninsula is available. The earlier city placement threads overlooked this possibility, so the adjacent cities are not in optimum positions, but there are several options that could be used.
We need one from each pair of locations, magenta/yellow and blue/green.
Taking the choice of magenta vs. yellow, the yellow site has far less overlap with PDX III but we would need to build culture to guard against flips, and maybe even take Jinjan. Magenta squeezes PDX but doesn't have to go head to head on culture.
For the choice between blue and green, the green site is slightly better to Shaitan than magenta is to PDX because it is offset a square rather than being in a straight line.
For the N side of the canal, a 3rd option is to move PDX one tile SE. (Note the image shows Worker, this is not what is really being produced there. It is really doing temple and will be done in 52 turns.) This is just a thought, making people move their homes is not a step to be taken lightly. If the people of that fine town wanted to take a greater place in the national picture by becoming one end of a great canal their wishes could be accomodated, and if they prefer stability along with giving some other group of daring souls the opportunity to be the canal builders, that would be OK too.
