I'd say C1a. They look like they'd be pretty much the same, but as site b is worked, site a would mean one less worker job to do.

Site B has less overlap with Thebes, which is clearly more important than Alex.

Thank you, Fier, for deferring to my jurisdiction on this matter. The poll has passed and is valid.

In response to zorven, I would like to say that we can still make the chosen site a nice harbor city. Most of the overlap tiles should probably stay controlled by the original cities.
