Alrighty, seems like i got that upsurge of people willing to participate, therefore, i'm going to give modding a go. Not all too much will be different from your normal story NES's, except some things.
-Army and Navy done in numbers format.
-You can upgrade 1 thing per economy level.
-UUs can be made, one per age, for each nation.
-Upgrading your army will take an economy in most cases, and will shrink you military dependent on what age your going into, and your education. Your training, if there is training, of your armed forces will also drop.
-Expansion will be much much like real life, as in incredibly slow expansion, with tons of barbarian tribes and NPC's to get in your way and piss you off.
-2 wonders per age so make sure they're good ones....
-Starts in 3000bce not 4000bce so keep that in mind, we're in the COPPER AGE people, don't go asking your navies to do stupid thigns like cross an ocean or colonize an area that didn't see colonization for a few thousand years.
-Moblization, training and conscription of military forces won't be avalible for some time.

ECONOMY-You must explain how you "grow economy" also, economies will be fickle, you will not be guarenteed a "growth" if you order it, many other factors will come into play. Needless to say the more info you give me the better, but it's not required that you go into extensive detail, only helpful... From now on if your econmy is dead it will require two turns to extricate yourself from it. So i would advise keeping an eye on what your econ is at. Also the limit to economic advance until the classical age is stable, at that point it'll go up to growing. Going into the barbarian age it'll go back down to stable and from there the limit will go one higher with each age starting again in the medieval age if your economy drops to dead it will take two turns of raising economy to get it back to depression

GOVERNMENTS- Lets keep them essentially historical, however i'll allow one nation an age to have a more advanced government. BUT that government will have the hostility of NPC's to contend with. Also you can make them up, but it will be up to be to determine if they belong in the age.
EDUCATION-One thing that will be extriordinarily important is education, i'll give no free advancements, in order to advance to the next age, or get a new development, you'll have to have a high education. However, having neighbors closeby who've advanced would help you out, no matter if they are enemies or allies, proximity to intellegence helps. So if you'd like to start in the America's fine, just don't get mad at me when you're not as advanced as everyone else.

FURTHER IF YOU FAIL TO POST BEFORE I UPDATE (which should be every two days at least, perhaps more, maybe less) THEN I WILL DO ORDERS FOR YOU AND YOU'LL HAVE TO ACCEPT THE CONCEQUENCES OF THOSE ACTIONS. I won't do anything outlandish, probably just upgrade your econ or something but i won't hold up this NES b/c one person elected to not do orders. On the same page, i won't be bothering anyone for them. I'll post who's i've have and who's i've don't and i'll be up to you to get them in.
-Also when it comes to how i'm going to be dertermining events, stories help your cause. For instance you may elect to raise taxes to grow your economy, but that might in turn lower your citizen's mood which could cause a revolt. FYI everything will be interdependent in this NES. That will mostly take work on my part but please be understanding and not complain when you order and economic growth and it doesn't come for 2 turns.
-Essentially the way i'm going to run this is based a lot off of my personal knowledge of history and politics. That being said, don't expect it to be a run of the mill NES, things will happen that you've never seen before in this NES.

Unless we go to war, or school gets too overwhelming i'll be standing post at my computer most of the day.
