The upload of the save doesn't seem to be working. I cannot post accurate instructions without it. Perhaps you can re-upload it?

Gorina starts a prebuild of the Palace for the SETI-program.

Slider
20% tax, 80% science, 0% lux. That will get Computers in 4. Check whether the slider cvan be dropped 2 turns and 1 turn before the discovery of the new tech, without increasing the tech-research-time.

Keep the slider high enough to get the next tech ASAP, but do not go negative for gpt. You can go higher than 80%, but only if we maintain a positive gpt. If a city threatens to go into disorder, hire an entertainer.

Workers
Clean up pollution and as soon as pollution is cleaned, check the cities in which radius the pollution was for optimum laborer placement (according to that Governor's instructions). As soon as a new spot of pollution is discovered send enough workers to there to clean it up the same turn.
The rest of the workers are at your disposal, but keep enough workers around to improve our lands.

Budget
Costs to attempt to plant spies with the Japanese, the Germans and the Babylonians are approved, but only on turn 1 and turn 5 (if needed) of the TC and only once (for each civ) each turn.

Cashrushes

Upgrade the aquaduct in Walnut Creek for €288 gold.

Regentman posted this request: "I request about €780 for a university rush and about €460 for a colosseum rush in Cold Harbor." This is Not approved. The reason given is invalid ("Governor Perfection wants to attempt to culture flip an adjacent Aztec city, and in order to do that, we'll need more culture."). Cold Harbor isn't under thread culturally, so they are not required for defense. The Aztec city, Jinjan, has no luxuries, strategic resources or strategic importance to justify this huge spending.

No other cashrushes have been requested.

Unforseen expenditure I allow an additional amount of of €2000 gold for military upgrades to Mechanised Infantry units, only to be used for units in or near cities which are under threat from invasion. This budget can also be used for the purchase of Naval units or Land units or Air units. The total amount cannot exceed €2000 gold.

I allow a total of €1500 gold for unforseen building-cashrushes. Only use this amount if a city desperatley needs to finish a building. Think about a Hospital when the city is stuck at size 12 and has at least +4 food. Also think of a coastal fortress in case an enemy fleet is very near to bombarding the city and it takes several turns to complete it. I expect no situations in the TC which would require the use of this reserve, but I am anticipating on possible events. I hope our nation will not be desperately in need enough to use this strategic reserves.

Here are the saves:

Turn 2

This was an eventful turnchat, unfortunately, we only got to Turn 2. Germany attacked with a few ships going to turn 1. We redlined some of those ships and picked off an ironclad on Turn 1. Going into Turn 2, Germany signed an MA with China against us, and the resulting loss of trade with China caused us to go from -2 gpt to -100. In addition, many of our cities broke out into civil disorder because of the resultant loss of Furs from China. Additionally, Babylon bombed the area around Persian Landing and has sent a Battleship as well as a Transport against us, and Germany has a Galley and a Transport heading our way. We must sign MA's and get back on our feet in terms of city disorder and for our treasury.
