You may notice that the below rules are basically just a cut and paste of 444's no-pressure NES rules. I liked some of the things that china did, but others not as much. I hope to use his rules and some of my own ideas to make a long lasting NES to hopefully fill the spot that china's closing of the no-pressure NES has created. I have a few things to say which i will do differently than China:

I'll update when i say i'll update. If you dont get orders in, tough luck. If you are going away, please tell me and i will put your nation NPC. If you dont send in orders, and you dont have a reason then i will gladly let your nation sit there with no changes.

Some of china's rules i thought were unclear, so i have changed a couple things, but nothing really of importance.

I will add one or two rules of my own as time passes and as i think of them.

Don't have much else more to say, just good luck, and i hope a decent amount of people join.

ARMED FORCES
Will be numbered, like 444's NES

CONSCRIPTION
Production of troops without economy cost can be done, though it gives you one level of troops per turn, but all will be conscript training. Cannot be done with naval forces. As a warning, conscripts can and will desert during prolonged periods of losing war or depression.

ARMED FORCES TRAINING
Conscripts, Green Troops, Regulars, Veteran, Elite

Navy Training levels: Merchantmen, Sailors, Veterans, Marines

CITIES
Cities are marked on the map for size and importance. Some are major trade cities, others large population centers. They have no importance in the rules but their sizes go like such:

ECONOMY
Will be like a regular economy system.

EDUCATION
Will be measured in levels, but for each education level there is a different tech group to study. The techs will evolve with the ages.

4000 BC: 11 civilizations arise across the world.

3950 BC: Victoria civilization arises in North America.

3900 BC: Macedon and Roma form the Southern Europeon Alliance. Carthage emerges as a civilization. The civilization of China is founded, as is Mongolia.

3850 BC: Californian and Congan civilizations emerge. Roma completes the Roman Military Academy in Roma. Carthage invades rest of Sardina from Roma and takes it for themselves. The Carthaginians also landed on Sicily.

3800 BC: Macedon declares war on Carthage because of alliance with Roma. Great battle occurs between Hittite and Assyrians, resulting in the defeat and destruction of the Hittite tribe. Roman attempt to take Carthage is defeated by Carthaginian navy and Sicily is lost to Carthage. Faggotty Statue is completed in Geystral City.

3750 BC: Peace arises between the Romans and Carthaginians. Celtic tribe arises in France to defend themselves against the ROmans and English. Souix tribe wiped out by a plague.

3700 BC: Coleria finished THE training house. Mayan civilization emerges. Roma and Macedon invade Dania, intiating a Great Europeon War, between the Northern Europeon Alliance and the new Mediteranean Alliance.

3650 BC: Roma and the Celts collapse into Depression as the war rages on. Raids from Slavic barbarians to the east halt the invasion by Macedon of Dania. Carthaginians take control of Sicily once again. Romans continue invasion of Dania, but lose control of supplies thanks to an invasion down the Danube and the valiant defense of Danish conscripts. They managed to trap a small force of Danish soldiers in the east. In France, the English launched an invasion into Roma. Egypt launched an attack on the Assyrian and Macedonian navies, wiping them out, and conquering Crete in the bargin. In Egypt itself, the Assyrians advanced, defeating the Egyptian army and stopping outside Alexandria itself.

It takes a whole economy level over 2 turns to upgrade education.

Does your army number go down when upgrading training?
army number will not go down

Will this be slow expansion?

This is the hardest one. It depends on the amount of civs, terrain, and resistence from barbarians. But on average it should be medium expansion, not too fast, not too slow.
 
Assyria rose in the land between two great rivers. The leader Constantine decreed the building of a great city for the Assyrian people to live. He also sent out word that troops were needed so call went out. These men were to expand the land of Assyria.

when it comes to military levels, you can grow one level and nothing else without paying economy or 2 levels by paying 1 economy.
