I went and got Zeb' new irrigation and the desert irrigation, but then I noticed that there wasn't any new graphics for tundra. Although tundra isn't irrigated very often, it could be a cold area, not ever-winter, in some scenarios.

The irrigations are not hand (or mouse) drawn, but copied from C&C Red Alert 2.

Here's a screenshot:
As you can see, these work better with whiter tundra.

Installation: Rightclick on Irrigation TUNDRA.pcx, Save As, and browse to your civ3\Art\Terrain folder.
To be able to irrigate on tundra, open the scenario editor, open civ3mod.bic (or conquests.biq or civ3x.bix), edit rules, terrain, tundra and change irrigation to 1.

Sure it can, just not very well or cheaply.

But 80 degree water pumped through the permafrost in a sheltered environment is possible.

Looks a lot like farmers' fields in northern China. :)

Yes, I agree it can be... usually there's not much sense to do that but nice graphics anyway. Be creative, use it in a future mod, in future everything is possible.
