City level scenario?

Has anyone ever tried making a city level scenario? Thus the basic map, instead of representing the world, would be a city map. "Cities" here are replaced by buildings, roads would be supply lines. Units occupy buldings and hold them, lots of "house to house" fighting. I was thinking of a Stalingrad type of scenario.

Sadly, I have no artistic talent whatsoever so the terrain changes (the bulk of the work since we already have good units) would need to be left up to someone else.

Are there any civ rules you can think of that would absolutely prevent this from being possible? Like not being able to place cities (buildings) directly adjacent to each other? Or preventing aircraft from being able to land on buildings?

I guess in a way I should just play C&C Red Alert instead. It's the same idea, really.

So has anyone tried this type of thing yet, or would anyone be willing to?
 
I was working on a scenario similar to what you said. Some kind of War between gangs in a city. Currently it's frozen cause I'm working on the Star Trek Mod, but after ST I will finish the Gangwars Mod. Already did many graphics, the tech tree, the races, recources and buildings. I'm hoping some ppl will make better untis for inner-city scens (like Policeman and -cars) while I'm working on ST, cause currently I'm not confident with the unit graphics :(
 
I was thinking about this a while ago, it would really be interesting. Stalingrad would be a great scenario. Also, unit stats should be drastically changed (for example, tanks should have better defense than offense, as they´re no good for aassaulting buildings, but they should be able to bombard)
