What exactly is the purpose of turning off the Scientific Leader? When this option is turned off, does it means that we can use military leader to rush Great Wonder?

I don't think you can rush with MGL either way.
Oh and there's no purpose in turning off SGL :p

That seems right. Without the SGLs, no wonder rushing which isn't necessarily a bad idea. The scientific civs must not be very happy about this one. As long as its an option, and MGL can't rush great wonders, its a good thing to add to the game.

There's a purpose to turning them off if you hated the idea in the first place. It doesn't help you, though, so like AP and culture linkage, it's matter of preference. Scientific is still a good trait without the +2% chance of a free wonder.

:hmm:
Theoretically, you could make a test scenario with a free MGL at game start. But! Exactly that method was totally buggy in v1.00, since it was indeed possible to rush a GW with such a free (M)GL (editor only knew MGL, not SGL), whereas a 'natural' MGL could not rush a GW.

Haven't checked if that problem is still present in v1.15 or v1.20.
