1) Fully customized Wonders. I want to be able to have my Wonders do things that the default ones don't - for a Civ3 example, I really wish my Great Shipyard small wonder was able to give all of the ships built in that city +1 hp. This could be accomplished through scripting, with default scripts and a UI identical to the current editor for people who don't want to mess with scripting.
2) Ability to change the stats of a specific unit without making a new unit. For example, in a fantasy mod, having your units that lose a battle stay alive after losing, but they become undead and have -2 hp. Again, this could be done with scripting, with default scripts for standard unit behavior for those who don't want to script.
3) Ability to mod the AI. This is absolutely vital. One of the most severe limitations in Civ3 is that the computer's AI is hardcoded and absolutely will not use units appropriately, such as artillery, armies, or mobile aircraft.
