Changing AI Leadership

How about if the leader of AI had a 25% chance of being switched at each age change?

The new leader would bring a new set of characteristics to his tribe that would take effect for the remainder of the age. You'd have to be aware of an AI suddenly going from passive to aggressive and of switching from religious to militaristic as the governments changed.

mmm not bad not bad.. that would be some kinda of random event yes.. and how about a mad member of presidental cabinet preses the "red" button and goes a nuclear strike.. why not .. you as human can do that but AI doesnt..
