I think that you should get culture bonuses from an improvement if it is the first one built in your empire, and a massive bonus if it's the first in the world. For the latter circumstance, you should get a special civ-specific bonus that automatically adds to your civ's culture, even if the improvement is capture or destroyed (notability as the first civ to build a Temple, for instance). Small wonders can provide this bonus if you're the first to build it, but some more so than others. For instance, you shouldn't get a very big bonus for being the first to build an Intelligence Agency, but you should get a massive bonus for being the first to build the Apollo Program.

This would create a cheat of purposely going after crap buildings since the AI preferes useful stuff.

"Cheat"? I'm just saying that you should get some recognition for being the first Civ to land on the moon, or the first Temple ever built should get some fame for it. Something like the SAM Battery wouldn't get much of a bonus, and City Walls probably wouldn't get anything at all. And what exactly do you mean by "crap buildings"?

No one cares who built the first temple, especially when it's little more than a building with poor lighting, seating that is worse than stadium bench seating, and a raised dias for the preacher to stand and do his thing.

Now Pyramids... That's something people ought to care about.
