I have a couple of ideas for new Great Leaders

Construction GL
Each time you construct a wonder there is a chance. Great Wonder give higher chances than small wonders. The use would to increase all cities production by 25%(maybe lower) for 20 turns

Cultural GL
Have a chance each time a city border expands. Higher chance for higer border expansion e. g. going up to 100 only haves halve the chance that going up to 1000 has.
The use could be to make all building producing as 1000 years old for 10 turns

Religious GL
I don't know the new concepts about religion but as there will be a lot about it i think it could have a GL. Perhaps something about how much the people like you. I don't know what it's uses would be

Economic GL
Each time you reach a certain gold amount you have a chance. The amounts would be ascending faster and faster e. g. 50, 100, 200, 300, 500, 700, 1000, 1500 and so on
The use could be to increase all cities tax revenue by 25% for 20 turns ( much like SGL)

Exploration GL
Each time you discover enough land as the first civ there is a chance. Also each time you contact a new civ there would be a chance(not by buying communications)
A use could be to decrease the movement cost for all terrain something like:
3 move cost will be 1 move cost
2 will be 1/2
1 wil be 1/4
roads will be 1/6 (not too much as the purpose is to explore)

Agricultural GL:
Have a chance each time one of your cities grow to a new size category (Town, City, Metropolis)
The use would be to increase the effect of irrigation to 2 food( or 3 with Railroad)

Naval GL:
Very similar to MGL it can appear when an elite naval unit wins a battle. It can then be used as a MGL with the difference that it creates naval armies. This way you could also join ships together in armies (Maybe even have a naval academy that allows the city to build naval armies)

What about an Entertainment GL? Not sure how one would come about, but they could make all citizens in a city happy for 20 turns, or reduce unhappy citizens by three in each city for 20 turns or something. Just thinking about how music and movies have contributed to and exported culture thanks to greats like Bob Hope, Fred Astaire, The Beatles, Bruce Lee, etc. Granted, it would be hard to look up any decent Entertainers for the Sumerians and such, but still...
 
they sound good, but i dont like the suggested use for the exploration Gl. Many people set up their cities specificly for the terrain, and in some instances if all your mountains get turned into grasslands there is actually a chance that production would go down, which I dont think many people would like.
There may not be a time when production would go down but I still think it should have some other efect.

But if it will be like that they should be bonus grassslands not regualr

I didn't meant it turned into grassland. Sorry if I explained it wrong. What i meant was that for movement purposes you move as if it was a grassland. Like Keshiks can do on mountains and hills.

I think there are include as Cultural GL!!!
 
In Civ 3 there are Milit. GL and Scie. GL.

For cIV, should include Rel. GL, Econom. GL and Cultural GL

Exploration should be include in Scie. GL.
Construction in Cultural GL
 
You should not get Leaders for constructing Improvements, only Wonders (both great and small). The economic Leader sounds good, but your Gold count can flucuate.
 
I get it now Theoden that sounds like a good idea, but maybe take it a little differently, instead of everything turning into grasslands just make movement a certain amount faster on each type, so the grasslands would also become faster.
so maybe:
Mountains+Jungles --> Grasslands
Hills+Forests --> slightly faster than Grasslands
All Others --> even faster

Sounds like a good idea. It could be like
3 move cost will be 1 move cost
2 will be 1/2
1 will be1/4

Mewtarthio: Yes it would be better only geting them from wonders. I've just thought about how you could sell your barracks (or another cheap improvemnt) every turn and then rebuild it in 1 turn.

I just got a new idea. Military great leaders are for ground units so why not have a great leader for naval units.
Either the MGL could be expanded to inculde ships or we could have a naval great leader.
 
I have an idea for military leader.

When military "specialists" are applied to a city, there is an increased chance of a military great leader. This works the same as all other specialists. The city must have barracks in the city to apply these specialists. The specialists increase Great People birth rate by the same amount as all the other specialists, and also add +15% military production.

Great military leaders can direct a troop (one unit). The leader goes away after it is absorbed into the unit. This unit gains +50% strength vs. all other units.

Note: Only one military leader can be applied to a single unit.

I have no idea what the great military specialist would be/do...
