I have a couple of ideas for new Great Leaders
Construction GL
Each time you construct a wonder there is a chance. Great Wonder give higher chances than small wonders. The use would to increase all cities production by 25%(maybe lower) for 20 turns
Cultural GL
Have a chance each time a city border expands. Higher chance for higer border expansion e. g. going up to 100 only haves halve the chance that going up to 1000 has.
The use could be to make all building producing as 1000 years old for 10 turns
Religious GL
I don't know the new concepts about religion but as there will be a lot about it i think it could have a GL. Perhaps something about how much the people like you. I don't know what it's uses would be
Economic GL
Each time you reach a certain gold amount you have a chance. The amounts would be ascending faster and faster e. g. 50, 100, 200, 300, 500, 700, 1000, 1500 and so on
The use could be to increase all cities tax revenue by 25% for 20 turns ( much like SGL)
Exploration GL
Each time you discover enough land as the first civ there is a chance. Also each time you contact a new civ there would be a chance(not by buying communications)
A use could be to decrease the movement cost for all terrain something like:
3 move cost will be 1 move cost
2 will be 1/2
1 wil be 1/4
roads will be 1/6 (not too much as the purpose is to explore)
Agricultural GL:
Have a chance each time one of your cities grow to a new size category (Town, City, Metropolis)
The use would be to increase the effect of irrigation to 2 food( or 3 with Railroad)
Naval GL:
Very similar to MGL it can appear when an elite naval unit wins a battle. It can then be used as a MGL with the difference that it creates naval armies. This way you could also join ships together in armies (Maybe even have a naval academy that allows the city to build naval armies)
