Governors, Citizens!

The brilliant performance of our military greatly expanded Fanatica. All of Babylon and India and half of Germany already joined us, the rest of Germany will follow soon.

Now we have the task to shape these former foreign parts of the world into productive areas of Fanatica. The main obstacle we have to overcome is waste (loss of shields) and corrution (loss of commerce). These two evils increase with the size of our country, and we have to fight them in time.

Those of you interested may want ot read the Do you think you understand corruption? thread, but I will give some short examples in the sequel. These examples are chosen for illustration only. The same issues apply to many other cities also.

Preface: courthouses reduce waste and corruption, wltkd (we love the king day) reduces only waste.

Let's have a look at Oldenburg:
Waste is 50%, corruption 55%. Thus we loose more than 50% of everything. :(

As much as I favor building libraries, in this case I would build a courthouse first, because it increases both commerce and production. Library may follow next.

Next let's have a look at City oof the Damned:
Waste is 90%, corruption is over 90%.

What a fitting name for this city. But we can improve it: By creating one clown (entertainer) we trigger wltkd and that has immediately the same effect on waste as a courthouse. And we switch the infantry to courthouse for long term increase of efficiency. (Note: courthouse and wltkd accumulate.)

Finally let's have a look at Wyford:
Waste is 66%, corruption is 90%. That's very bad. But if we switch the library to courthouse, we will get at least the same increase in commerce/science as with the library. And we will get more shields per turn also. And when we mm the city by creating one more clown, we will also trigger wltkd thus decreasing waste even further.

Thus in this case, the IMHO best solution is to micromanage for wltkd, switch to courthouse, and build market afterwards for happiness and clown elimination.

And then there are the forgotten cities, so far away from the caputal, that they will forever stay corrup, e.g. Amphi. A temple for culture expansion is fine, but every other improvement is wasted and only costs upkeep per turn. :(
 
And no let us look at Azura's Star:

We have population 9 and 5 are unhappy. We are building a temple. This temple will make 1 unhappy citizen content. Not much.

But if we build a market, the marker wil give us 9 happiness points, because we have 7 luxuries. Thus we will make 4 unhappy citizens content, PLUS 5 content people happy. In other words: everyboy would be happy and we will have wltkd reducing coruption.

Thus we should micromanage to stop growth and increase production. Build mine on hill! Hurry market if we can affort it.

If we have 20 cities each costing us 5 gpt instead of contributing 5 gpt, that makes a difference of 200 gpt. I would not lightheartedly say: forget about it.
 
Just because a city is 90% corrupt doesn't mean it has to build markets, banks, etc.. It just means that it can build workers (which I know you hate, Tao...), and military units, like Infantry, artillery. Take a look at any conquest game. Most have well over 100 cities.

Now, we could always put the palace in the former Iroquois lands, and trigger the FP corruption bug (cities are less corrupt), but that's an exploit. Unless, Tao, you want more bank tellers...
 
CT: I think you may misunderstand my intentions. I do NOT want to build "useless" banks etc. I am in favor of SELLING "useless" infrastructure. I am in favor of going to pop 6 and creating taxmen. I am in favor of building e.g. artillery, later to be switched to cruise missiles in corrupt cities. Maybe we AGREE? ;)
