Is Zanzibar still a city-state? This achievement requires being suzerain of Zanzibar at the time you achieve a Religious victory, but I don't see them as an option in the City-State Selector? Am I missing anything?

I put the five chateaux in the city with not one, but two wine resources with plantations built on them. I was using Catherine de Medici (Magnificence) on a true start Europe map, with Secret Societies enabled. I am guessing something in the new features I used messed up the trigger.
