Do approve of Oxford being the site of ToE?

In case anyone doesn't know, Oxford is currently building ToE, due in 8 turns. The closest any other city could get to that is Spichester which has a Palace prebuild for some reason and could switch and build ToE in 9 turns.

Thanks for that info. With this new infomation, I would like to change my vote to NO. With that extra info I have devised a plan that could use this plan. My plan is found here.
