Try to eradicate everyone cities in such a way that they fall below 10 votes and you don't get a domination victory. Then give them the secretary general and vote for them if they start a diplomatic victory vote.
 
Is there a barb city somewhere on the map? Would be interesting to know if the barbs vote for resolutions.
 
There is a medium sized continent with two barb cities. I was pretty surprised when I saw them as members :P I wonder what the best settings would be to allow for the max amount of barbarian cities to appear. I'd love to have them as my rival for UN :P

Barbarian Delegate: Erm, we don't actually like being called that anymore
UNS: But are you or are you not the Barbarian delegate...?
BD: The thing is, we used to be, and oh yeah we'll still attack any man women or child that comes near our city, but its well....you know...a bit old fashioned now we have a vote....
UNS: Ok then by what name do you wish to be known as now?
BD: Errrm, well we actually prefer the name "Canadians"

If their french canadians... I don't see how that would be possible. They don't attack, and they shouldn't have a right to vote! :) :)
 
OK, here's how to try it.

Turn the difficulty way down, all the way to settler. Start a Terra map with barbarians on. Wipe out almost all of your opponents to the point that the amount left are manageable for this: blockade all remaining opponents' coastal cities. Build the UN and then vote for Barbarians for SecGen, and later for Diplomatic Victory.
 
Or, you could just cheat. It wouldn't be hard to give the barbarians several large cities in worldbuilder, and possibly surround them with mountains so no one can get tho them to conquer them. That would be much easier than playing the game straight from the beginning and trying to wipe everyone out. You could even start yourself off with all the prerequisite techs for the UN and sever great engineers to hurry it (I remember that in Vanilla civ IV the UN didn't work well if you add it directly in world builder, there was no problem building it one turn after leaving worldbuilder. I assume this is unchanged)

What would happen if they would be voted as the Chairman?
Would there perhaps be a few new resolutions:

Resolution #546: Rape all women, horses and pets?
Resolution #323: Send all civilizations into anarchy?
Resolution #832: Obsolete the Great Wall?
Resolution #123: Enforce rebellions?
Resolution #423: Burn an unrightful city (IE. Paris) to their rightful doom?
 
Canadians barbarians? There seems to be this landmass attached to the south of us that keeps warmongering :rolleyes: :lol:

Now, now, I distinctly recall that in 1812AD barbarian (Canadian) riflemen spawned just outside of Detroits cultural boundary and marched all the way down to Washington and burnt down the American Civs palace :)

Maybe the Americans should have left some garrison units in their eastern cities rather than putting everything in their SoD at Lake Erie :lol:

Hehe, I was only mocking Canada in a South Park "Blame Canada" vein, no offence intended, all in jest :)
