Sorry, man. Kashmir is controlled by a governer. Governers are elected. Toasty was just elected the governer. You could try to be a mayor, though. I'm not the president of the nation, but I figure that i would tell you this as a fellow citizen of Kashmir.

nomally you have to look around for a city that doesnt have a mayor in the newly conquered provinces of Mohawkia and Nuava Tero (dunno how to spell it)
