This is one of a series of proposed tweaks to the Spy system to polish the new version.
Proposal: The CS Quest "Conduct Intelligence Operations" can require from 1 to 3 operations. Proposal is to restrict this to 1 operation only.
Rationale: With the new system, its too unwieldy to expect a person to conduct spy missions in 2 or even 3 cities for the same person in short order. The bonuses are just not worth the loss of things like putting spies in a capital or CS rigs. This should be a simple quest: You do 1 spy mission, you get the bonus.
