Can someone create Mexico?.
Well I have great ideas, but i Don´t know how to make graphics, I know how to do some modifications, but not at all!.(well I don´t know if its a good idea to replace Aztecs for Mexico, mabe yes, because if we do so, Mexico could start in the real position on an earth map)
Well some examples are:

Civilization:Mexico
Unic Unit: (it could be something name "Mexican Revolutionary???(Str.15, Move.2, Cost.110, Requires.Rifling Upgrades to.Infantry Abilities.+25% vs. mounted units, +15% City Defense, +10% city attack) (replaces Rifleman)" or if you have a better idea... )
Unic Building: Jardin Central (Replaces Courthouse, -50% Maintenance, +3 , +1, +3, cost.100).
Starting Techs:Mining, The Wheel.
Leader: Porfirio Díaz (Industrious,Creative) (Police State) (you can make a Recolor of Bismarck or search about him in the Internet), Lazaro Cárdenas (Organized, Expansive)(Universal Suffrage), And Montezuma (If Mexico Replace Aztecs).
Flag: Mabe an Eagle in a Green color, with a black flag, other idea?
Color: The normal Green (the one that aztecs have if we replace them)
Sound: thats your choise, its because i don´t know where to find that kind of music or you can use the midi of the Mexican National Anthem)

Ok we can remove the golden age and all those things that overpower it, what more?, the cost also can change , ummmmm...
