Hi,
Autocracy's Tier 1 tenet Elite forces reduces by 25% the penalty suffered by wounded units. The very question is... is this percentage additive or multiplicative ?
Basically, wounded units lose 33%*(damage percentage) of their strength. So a unit with 40 HP is weakened by 20% (0,33*0,60=0,20).
Now, with additive coefficients, the formula becomes with Elite forces : (0,33-0,25)*(damage percentage). That's a net 8% decrease, instead of 33%. It's not game-changing, but may be useful, especially since at higher difficulties, AIs usually have more units than the player. As far as I know, it won't make Japan's wounded units stronger though.
With multiplicative coefficients, the formula is 0,75*0,33*(damage percentage), for a net decrease of 25% instead of 33%. The difference will be barely noticeable, and in this case the tenet is top-tier garbage.
