Best available utility program?

I've been getting back into playing/modding Civ III and in the past ive used Civ3MMtoolkit to help build the text files and to make modding easier. Does anyone know if there is a better program around now that does similar work? Creating the Pediaicons txt file can be very tedious when adding a lot of custom units, tech icons, civs and what not.

Anyone have preferences or suggestions?

Yeah i was a bit confused, the link in the description just takes you to a general civ page that shows links to all the different civ games that are out. Sorry, I guess i couldnt find the right place to post.
