Brave New World not downloading

I own the Brave New World expansion and the Gods and Kings expansion as I have the Gold Edition + base game on steam. However, whenever I open the game it opens Gods and Kings and it doesn't show Brave New World under the DLC tab. I tried reinstalling steam and civilization but it didn't fix the issue, and I noticed that it doesn't even download the Brave New World expansion to the steam folder.

My steam account doesn't download the Brave New World account even though it shows under 'View Downloadable Content'.

It used to work, but I've been abroad for 3 months and when I came home some time ago it didn't work any longer.

Ive contacted steam and 2k games for support, but they are both completely silent on the issue.

Any known fixes to this issue?

What happens when you try to "verify game cache" ? This may sound similar to reinstalling the game, but could yield different behavior.

Also, when you right click on Civilization 5 in steam and select Properties, does it show up under "DLC" tab? like this: http://grab.by/t1xU
