Scenario:
- Enemy AI founds a city right next to the edges of my cultural borders.
- I declare war and raze the city.
- Razing takes one turn, so I own the city for one turn, including the tiles around it
- Next turn city is razed, all tiles around it return to neutral, including the ones I already had before the city was even founded.
Rather annoying, costs me a lot of money..
