Can you leave the World Congress, a la League of Nations?

Some of the proposals may result in civilisations getting comprehensively mucked up by larger ones. Equally, civs that could be condemned might want to leave the WC, and no, I don't mean get off the toilet. Is it possible, and if so, are there any details?

I think it's pretty clear that the answer is "no." They've said before that World Congress measures can't be avoided or ignored.

I was thinking something similar. Though one should keep in mind that the number of delegates a civilization receives has nothing to do with its size or population.

It's impossible to ignore the WC, it's been said quite clearly. Though your example of the LoN is representative of the problems about international organisations.

Maybe it's not realistic but Civ is a game purely made for entertainment and not a way to represent the reality in all its complexity.
