Chop Rush

I'm a noob to Civilization IV. Reading thru these posts I see the term 'chop rush' used a lot. Could somebody please tell me what that means. And since I'm typing anyway what's a good civ for a beginner to use?

Wrong forum, this is for Civ Revolution, not Civ IV... but chop rush is when you use a worker to chop the trees to hurry up the production in the nearest city.
