CityScreen Lockup with WinXP Pro.

Bug: If the player is in the city screen, and switches windows to any program, the game will hang alive.

Steps to Reproduce:
1. Install Civ3 Conquests and the 1.22 patch onto a WinXP Pro system.
2. Start a program such as Internet Explorer, or a paint program.
3. Start Civ3 conquests 1.22.
4. Start a new game and found a city (or load one with several cities).
5. When the city screen is in view, switch to another program (alt-tab), and use that program (browsing a webpage, typing in a chatroom, etc.).
6. Switch back to Civ3 Conquest, and try to exit the city screen.

Observed Result:
80% of the time, the game will hang alive. (This also happens in all versions of Civ3)

Expected Result:
The game should continue to function, as it does on other operating systems (Win98SE for example).
