civ3 multiplayer setup crash. help

I have installed civ 3 complete under windows 7 ultimate and it worked fine in all parts. My girlfriend and I play the multiplayer, hotseat version at home. For some reason, and I have reinstalled twice, the multiplayer screen, for hotseat or email, crashes. There are no drop down arrows or choices. The cursor sits in a row near the bottom of the screen and accepts characters, but a carrage return does nothing. I cannot exit from the screen, though the computer thinks the program is running ok.

I installed as administrator in windows xp, pack 3 compatiblity mode.

Any ideas?
