Other then the required religion being present in the city, and another player not currently building it, what requirements are there for building these temples, as in:
Game 1. In one of my cities I founded cult of cahra, and was able to build temple of wadd.
Game 2. In one of my cities I founded cult of cahra, and was unable to build temple of wadd.
In both cases the temple had not been started, both were build on a desert plot, both by a druid. So, I cannot see the difference and would like so idea as to what I am not taking into account
