Disabling plagues: why Mining?

In the 3000 BC scenario, there is no technology possessed by all four starting civs, so you can't really disable plagues (at least not without modifying their starting techs). Agriculture, however, is possessed by three (Egypt, China, and Babylon). Only two start with mining. Why, then, does the advice for disabling plagues say to change iMedicine to iMining? Wouldn't changing it to iAgriculture make more sense?

I think the idea behind this is that the plague starts pretty late. The civilopedia entry says, the first plague starts at 400 AD. At this time every civ should already have researched mining.

Wouldn't changing it to iAgriculture make more sense?

So I think it doesn't have to be a starting tech, the tech you choose only has to be researched before 400 AD; so bronze working could work to!
