Of all the laws, I find I automatically ignore Divine Rule always. I understand how it is theoretically beneficial - get polytheism, build a million shrines, switch to divine rule, get happiness. But that requires such an intensely long term commitment that I find unsuitable in a game where I'm often changing strategy. And i don't see the benefit to having a pagan state religion (again, I get it -- if you build shrines everywhere, you've converted everyone --- but established religions spread quite easily). Tolerance helps me get the happiness I need later.
Am I missing something? (Polytheism is probably my second-least-used religion, unless my civ has a shrine that adds +2 military and I am really desperate, then I'll get it temporarily.)
