Does the AI have earlier access to new civics?

Hi,

I realize throughout a couple of games on "monarch" that the AI switches very early into a bunch of new civics. It is almost impossible that they already have techs like CoL. Do they dispose of those civics right from the start on that difficulty?

No, they just research faster on that difficulty and they probably beeline to it.
