Dutch now a culture civ?

With the new changes to trade and the lack of change to the Dutch, I was worried that they would just become irrelevant. However, after playing some games, it looks like they might be well suited for the new culture victory. They still make some good money, but it looks like they have a good advantage for culture victories.

With the UA, the extra happiness from luxury trades will help with bonus happiness, which will help with the happiness sp in aesthetics and when ideologies come around.

The UI will provide a lot of food, which means easily focusing on the GWAM's in multiple cities. In my current Dutch game, I have 7 polders in one city and the amount of specialists I can focus on is insane. I have the GWAM's split between three cities and each is growing in population fast still. It lessens the need for food trade routes for them.

The UU is unrelated to this, except maybe good at protecting trade routes to civs you are trying to get influential with (but most UU's could do this anyways).
 
Splitting all the guilds between multiple cities mean you can get Heroic Epic +25% factor for all of them though. That's the price to pay.

There are still a lot of % bonuses factoring in and it means one city isn't getting too hurt in growth early game. There's an advantage to either way, in my opinion.
