Emergency winners incorrect?

The allocation of winners in this emergency seems wrong to me.

I win with 401 points, getting 2 diplomatic victory points and 100 diplomatic favor. That part is correct.

Neither of those two Civs with 400 points places in the silver-tier.

Instead, America placed bronze-tier, and got 50 diplomatic favor.
The Ottomans do not place, and got zero diplomatic favor.

Attached is the save game when the competition ends. The awards (favor and victory points) happen next turn. You can compare the diplomatic favor of in this save and then the next turn to verify that America gets 50 and the Ottomans get nothing.

I've seen a few puzzling results but never got round to filing a bug report so thanks for doing this.

So the bug here is that Suleiman is not in bronze tier.

The fact that there is no silver tier is OK in my opinion, because there are only 2 different results above 0. Other example:

The code for this is unfortunately in the game core engine, so can't check for 100% how does it work.
