Food question

I understand 1 colonist consumes 2 food. So when it says at the bottom of the settlement screen that the settlement has 138 food but is -1 food each turn, why does it say "Starvation"? Does the settlement disband a colonist when food reserves reach 0?

I don't understand this concept. If I have a settlement with an abundance of food, can I use to feed another settlement?
 
If you have an abundance of food then yes you can use it to feed another colony. You need to move it there by ship or wagon.

If your colony shows 'starvation' it will continue to lose food each turn until the food stocks are reduced to zero. At that point some of your colonists will leave the colony until there is sufficient food to feed the remainder (in the original game they just died).
 
thats why when your cities start to get big its not a bad idea to setup a food town or 2. Then distribute the food to the larger colonies that require the food.
