Fully implement the ~20 Plan?

This poll will determine if we officially and fully implement the ~20 plan detailed in this thread. The actual plan is detailed in the first post of that thread.

This poll is official and binding and will remain open until quorum is met. Quorum in the first 24 hours is 10 voters including a supermajority. Quorum after 24 hours is 15 voters.

I say Yes. The plan has received overwhelming verbal support and is already shown to be successful (see Kyoto in the last save). The DP needs the authority to implement the plan when the various Leaders fail to specify different aspects of it. As many of these things become visible as population is added to a city, the DP needs preapproval authority that this poll will give.

YES. This plan has almost no flaw, and i don't think it has any. What if we mobolize for War-time?

Great work on taking the Size 12 Plan to the next level, Shaitan. It is the best way to maximize our shield usage.

Wow met the over 24 hour quorum in about 12.

This proposal is approved as quorum with supermajority has been met. ~20 is now fully in effect.
