Found and resolved issue...

I have the same problem. I'm currently trying to decipher which parts are causing it.

Disabling the Unofficial patch will fix it for now.

Put a _ in front of the patch folder so that the mod only launches the balance portion.

Example:
_CiVUP - Civ V Unofficial Patch


Details I've found so far.. Disabling AutoTips fixes the leader portion, but does not fix the in game stuff.
