Global Happiness System Idea

As far as this general concept goes, I have to say I like it. Hear me out!

It doesn't prevent wide. You don't need districts for a city to be valuable.

You know what I'd like to see? Global Happiness system with unhappiness from districts and buildings instead of cities and population. No crazy formula for calculating district costs, no separate AI to distribute amenities, no 3rd system to limit growth. The same effect, but more clean and simple.
 
I can't quite picture your idea. Do you mean a separate global unhappiness system in addition to the amenities system, or essentially that districts and buildings cause negative amenities?

Instead of amenities, just global happiness, quite similar to Civ5, but with unhappiness from districts and some buildings. City growth is already limited by food and housing, the third system is quite redundant.
 
I think your choice of words is confusing me. By global unhappiness, aren't you saying the exact same thing as the existing amenities system?

I'm assuming you mean that civs which get extra amenities from UAs would get extra happiness, and that war weariness would cause unhappiness instead of negative amenities, etc, etc

I see that you want to add districts and buildings to it, but why change the name of the system?
 
The current amenities are local. Most positive and negative sources of amenities affect one city only. The exceptions are some buildings in Entertainment Complex, which produce amenities for all cities in the area (but not all cities) and luxury resources, which produce 4 amenities each, for 4 cities - again not all of them. So developers did a lot of work to make amenities local instead of global, making the system a lot more complex.
 
So you're saying that you would want to have a global happiness instead of the amenities system then? I guess I can't comment on that then since it's such a drastic suggestion. IDK what you would do with all the UAs UDs, UBs, etc in the game that deal with the existing system.

Aztecs could just have more happiness from luxury resource. Unique districts may cause half the unhappiness (or not cause at all, depending on the balance). The rest of abilities don't depend on this implementation. The only thing which doesn't transfer to global happiness nicely is Zoo / Colosseum ability to give amenities to cities within X tiles. So whether those have to go, or they again could just give global happiness based on cities within the radius.

Of course, there are a lot of strategical differences and this would be total game rebalance. So, I don't think developers will actually implement this and I don't think potential mod could be polished enough. I just wonder why developers didn't go route like this.
