How do I install mods with the Steam game?

I installed the complete game of Civ IV via Steam since my version of Windows won't run the old disks. Unlike the disk install, I cannot find the location of the Fireaxis folder for the Steam version of the game. This means I can't install mods. How the heck do I install Civ IV mods with the Steam version?
