How to prevent rapid city meltdown while having all crime producing (no autobuilding) buildings?

Some of these crime producers like assasin den also have revolution component in them, just like crimes themselves.

Some of cities are doing fine with them, and others suddenly wanted to revolt.
Now im removing these revolution causing buildings as some cities managed to spawn rebellion and destroy nearby improvements :p
Also im producing guards.

If I had revolutions off I woundn't even notice extreme crime levels in some cities :p

Wonder if we can just modify all revolution indexes in buildings, for example halving them.
It looks like civics make much less impact for cities than crimes.
Heck, we could even reduce them 5 times. It is just easy xml edits.

Delete all crime producing buildings. Use slavery and whip the city down to size 13 or so. Or use the crime-reducing specialists on the right of the screen.
Build stability-increasing buildings in all cities.
Why are you ordering Pirate's Cove, which increase crime and instability, if you are worried about crime and instability?
Crime is easy to follow if you create a custom overview in F1. Crime rate is near the bottom of the list.
Revolutions are already toothless if you play well. If you want to nerve Rev to the point that it will never bother you no matter how bad you play, might as well turn it off.

Well I was testing stuff - sold all crime+instability inducing building, and now while crime rates are going down, revolutionary sentimes also drops.

Also i like how Conspiators hut adds to research and education.
Looks like their creativity is useful for city even if this means shady stuff.
