I had "Policy Saving" selected in advanced set-up but was forced to pick one

I was into the Industrial Era, more than 50% through it. I had 2 policies in the Rationalism selected, but I was very close to building 3 factories. This would allow me to pick an Ideology.

The freedom Ideology wasn't selected yet, and it would have suited my tall empire. But I had to be forced to choose a Policy when I had enough culture. I didn't want to select the only available Rationalism policy (+1 science from each specialist.) Plus I wanted the free tenets of being first to choose an order.

Why was I forced despite choosing policy saving?
 
I've only played with this option once. I believe you will need to right click the notification to dismiss it. Once you dismiss the notification, next turn should show up instead of the "choose a policy" option in the next turn spot.

I feel so stupid now, I though this feature was broken.

What he said (right click).

However, you can still be stuck with this conundrum when you get a "free" policy such as from Oracle. You can't dismiss it (even with right-click) and you're forced to pick a policy right then.
