Is there a standalone version for Rev3.19?

I love this mod very much, and I only find the 3.17 version for the revolution mod. So, is there a 3.19 standalone version for this?

Can somebody say something? I know Tholish has made one for Rev 3.19. But as he said his version lack the ability to spawn rebel civs, only barbs rebels, and barbs won't transform into a minor civ.

Or can somebody tell me something about how to update a dll file since for now I know nothing about it.
