Leonardo's Workshop seems not working without Sun Tzu's Academy?

The upgrade cost is twice as not having Sun Tzu's Academy!?Is it a bug?

After I abandoned the city with Leonardo's Workshop the upgrade cost is even twice higher!(i.e upgrade knight to cavalry for 30 gold ).But I've played many times(Civ3 Conquests ).My experience tells me that the cost should be 7gold(with the workshop!)
and another save can prove this!I don't quite understand!

Without Leo's the upgrade from knight to cavalry should cost 30g; with Leo's, it should cost 15g.

C3C increased the upgrade cost to 3 gold per shield. Vanilla & PTW are 2 gold.

Sounds like you were playing with Accelerated Production in the other games, that halves the shields and therefore the cost.

I can confirm that the upgrade cost remains the same with Accelerated Production. The only things affected by A.P. is production shields and tech cost. upgrade costs remain the same.

But upgrade costs are based on shields, upgrades cost 3x the shields in gold. Therefore when you halve the shield cost with AP you also effectively halve the upgrade cost.

Yeah, I've noticed that. You get some weird upgrade costs. With AP and Leo's, a 75 gold upgrade costs something like 18 gold....
