Also forgot to add, this works exclusively with luxuries as well - meaning no matter how many units above the pop. #, only the pop. # of unhappies needs to be cancelled.
(So in the above example. if I didn't have Hanging Gardens it would just take 2 diamonds to return the one guy to neutral.)
