Longbowman couldn't attack a city 3 tiles away?

Playing as England, gets longbows. Working on taking a capital. finally cleared units around the city and begin on the city itself, but longbows would not target the city (though it will target a tile beside the city that's also 3 tiles away). There are no trees or hills blocking their sight. They can fire on the city if I move in two tiles from the city.

Is there some explanation for this?
 
You need the indirect fire promotion to fire and it comes with artillery. Longbowmen need to be in hills to be able to do that.
 
I believe Longbowmen originated in Wales, not England. They were used by the Welsh Britons/Celts in their war against the invading AngloSaxons/English.
After their victory the English adopted the usage of this weapon in their armies.
So to be frank, Celts should also be allowed to enlist/construct Longbows, not only England.
On the other hand I could be way off on this:undecide:
 
Celts had a spearman uu that created faith when killing units... longbowmen were also unique for england in age of empires 2.
