Micro bug-- grid view does not stick

This is an annoying bug but not as bad as game crashing which
still happens from time to time.

Synposis: grid view is not persistent when game relaunches.

How to duplicate:
1. start any game
2. change preferences to Show Grid
3. save game
4. with current session running, reloading game will utilitze
the view preferences and will show the grid.
5. exit C3c
6. restart and load game.
7. Grid view is not enabled.

NB: to change the ini file and turn grid view on there only works for the
first launch after changed the ini file and then it gets reset to no grid.

This has been broken since day 1 in vanilla Civ3. I would love them to fix it, and I am sure it must be a trivial piece of coding...
