Mods Not Loading

.rars and .civ5mod fiels aren't loading on my civ V? I got them all off the modbrowser, are they all on the direct downloads from the game in the mod section?

Have you actually installed them and do you start a game from the mods menu?

Downloading them doesn't mean they're installed.
