Multiplayer desync every turn 0

What would cause Civ V to desync in multiplayer every game at the end of turn 0, that can't be fixed by a reinstall?

By desync I mean that the game resynchronizes with a load screen, then the map completely changes for me, and appears very suspicious to other players (things like "my capital is surrounded by dry desert"). The city and fog visibility becomes glitched with inability to select the city. The houses on the centre tile are not rendered.

My logs don't look like they reveal anything, but I don't know if there's a verbose logging switch anywhere.
Specs are AMD Phenom II X4 920. I'm overclocked. I have CPU-Z to look up my specs if more information is required (I'm not the type to be able to remember what this brick is).

Issue is confined to multiplayer.
