No city states spawn when using (2) Vox Populi?

Hi All,

After updating to the latest release I noticed that no city states are spawning whenever the "(2) Vox Populi (v. 17)" mod is enabled. I've verified they spawn with Ingame Editor and only (1) Community Patch (v. 127), but with (2) enabled they do not. Other things I've tried:

Full uninstall and reinstall of Civ5.
Unsubscribing to all mods on Steam (resubbed to Infoaddict and Ingame Editor)
Deleting My Games folder in Documents and reinstalling Vox Populi using the installer
Deleting Civ5 directory
Check Game Integrity files in Steam
Various combinations of civ count, map size, and city state number (none worked when (2) was enabled).

I had taken a long break from Civ5 and not updated mods in a long time. So maybe there is some lingering file messing things up. Anyone have any ideas what might be causing this?

Someone else had this problem with 4.4.2. I think the issue was with the 43-Civ version of the mod. Which version are you installing?
