Not a Lot of Luxuries?

So, let's say I start off with . . . cotton and ivory right next to my city.

I explore a little bit, and find nothing but the same resources for a long while. The nearest luxury resource that isn't cotton or ivory is either too far away from my capital, or is right next to some other civilization.

Has this ever happened to you?

Also, is there a mod that fixes this?
